Epson LQ-1070 no power-up

I have a really clean dot matrix printer that is comatose. I inherited it, so I don't know its history.

Power supply appears to be working. Full 170DCV out of rectifier. Bridge connector from ps to main board reads 2V across outside pins (11 pins total) with power button out/off. Reads 8V with power button in/on.

I'm guessing main board is ill.

Is it necessary to have data cable connected to running computer for printer power-up?

I think I answered my question. Fired up an old Win95 machine (Tandy Sensation) and the printer still won't come to life while connected.

Any chance this is repairable?
