Video taken of a Gateway 2000 Solo 2100 120MHz laptop, I just got this yesterday. Loading Windows 98 you can't really see the cursor moving only in it's start and end locations, or a flashing cursor in dos in barely discernable as flashing. Any ideas, or is this what screens were like back in 1997?

Thanks, Will

And obviously I will answer in part my own question. Looking at the specs and comparing to other specimens online it looks like I have a 11.3" DSTN panel as opposed to better TFT varients, which wikipedia tells me: "DSTN display quality is poor compared to TFT, with visible noise, smearing, much lower contrast and slow response. Such screens are unsuitable for viewing movies or playing video games of any kind"

Yes, this is normal behavior on STN/DSTN/FSTN/HPA displays (all together known as "passive matrix"). They were cheaper than TFT/Active Matrix displays were at the time, so they ended up in low-end laptops. Fine for text editing, internet browsing, productivity, but not for gaming/video/anything that moves.
